New phone stuck on "signing in" screen

Hello, I am trying to log into a new phone my brother gave me

My original phone has water damage and not usable.

I have wiped everything from the phone also unlocked it. I have done the factory set up like it was a new phone i was getting.

now it is stuck on the page where it says My name and "siging in" under it

I need help, how do I get past this screen and continue forward?? If I turn the phone off it will start the factory settings all over again
