Goldman Sachs uses the TransUnion credit bureau to make a decision. It's only a soft pull, so you shouldn't need to unfreeze your report, but it couldn't hurt to unfreeze it before you request the CLI if you want to be safe. Approval (or denial) is usually very fast, within the day.

To request a CLI, open the Wallet app and tap your card, then the three dots in the top right corner, then 'Account Details'. Tap the message bubble and type them a message asking for a credit limit increase, then send it and wait.

You do not need to unfreeze your account. Banks and other financial institutions that you have a relationship with can access your credit report, even if it’s frozen. Freezing an account only protects against fraudulent requests and requests from sources you do not have a relationship with.
