Nobody can’t even call me on Facetime, despite of the fact it is activated

I recently realized that when someone calls me on my cell phone, they can't transform the call into a FaceTime call because the FaceTime button is not active. It's also impossible to make a call directly from the FaceTime app, but if I open the messaging app, I can make a call from there. I can call everyone, but they can't call me.
