Delete function missing from sidebar items

When I go to delete sidebar items the delete function has been re-engineered to prevent delete and I am unable to create new titles, add tags or create new lists or tags or delete tags. I have been forced to keep a list of unwanted titles and tags and there is no way to delete them or create anything new, or sort.
