iPad Wont Interact

My little brother’s ipad is having trouble trying to open as it doesn’t allow interaction. It does turn on, but the only things he can interact with on his ipad is with Siri and turning off the ipad. When hovering over things there is a black box that says things (like if i put my finger on the time it says the time). Another thing I am skeptical is the AssistiveTouch box but it shows a lock. I need help before we have to take the ipad to the apple store.

That's Hover Text.

It should only activate once when you touch the icon and then on something else. Then it de-activates so you can interact with the iPad.

You can disable it from Settings ➜ Accessibility ➜ Text ➜ Hover Text once you can access the iPad.

If it's continually active and there's a physical keyboard attached, try clicking the control key, option key or command key once to deactivate it and try to enter the passcode then.
