So Phil. Are you saying that Apple corporation created an Apple Music application that no longer recognizes an Apple manufactured device whose solo purpose was to play music purchased at the Apple Music store? And that now I have to use another application just to add newly purchased music from Apple Music store to the Apple manufactured music playing device?
Yes.
Apple Separated iTunes into 3 apps. So now if using Windows you need the Apple Devices App to sync content onto an iPod. If using a Mac, you use the Finder.
However as mentioned by thefiend, if you wish to return to using a single app, you can uninstall Apple Music, Apple TV, and the Devices App, from Windows and return to using iTunes.
The Devices App automatically pics up your Music library, so you just need to select the music and sync, no transfering or moving music or anything g like that.

The Apple Music app does not add songs to other devices. Depending on whether you are doing this on a Mac or a Windows PC, you would sync the iPod using either Finder or Apple's Devices App respectively.

If you're using a Windows PC, you can still use iTunes, but you have to ensure that the three apps that are supposed to replace iTunes; Apple Devices, Apple Music and Apple TV are not installed. If they are, uninstall them.
They are not yet a suitable replacement for iTunes.
