I guess Apple is just following the DRM (Digital Rights Management) rules. Musicians have to make a living, just like writers whose works are copyrighted, and the movie distribution rights. Creative people and the industry that distributes their work for them, require being rewarded for the use of their works, in order to live and continue producing work. The laws respect their rights. Apple has to respect the laws.
An Apple "Family" music Subscription likely covers the legalities of sharing music purchases, and also helps provide access to the family sharing software. Seems Apple has creative software employees to pay too.
