Try this:

-Scroll down the page to “Get Support” and click on “start now”.
-Scroll down to “Get more help” in the bottom left and click on it.
-What you see will depend upon the support types available in your country. You will hopefully get a chat session.

It is impossible to redeem a gift card from another region. You can only redeem gift cards from the region to which your account is set.
Apple may insist upon a valid payment method be present even if you have sufficient account balance. Apple's article: Payment methods that you can use with your Apple Account - Apple Support can be confusing because although it says you can use “Apple Account balance”, I know that for the USA at least, account balance alone is often not accepted; there must be another payment method such as a credit or debit card present.

спасибо За подсказки, но я не овощ и вижу хватает средства для покупки или нет, оплату произвожу через апп стор… проблема скорее всего в том что я купил подарочную карту из другой страны и пополнил счет апп стор и эпл заблокировала, что бы разблокировать надо в поддержку написать, а написать нельзя, по этому подскажите как это сделать, так как звонить им я не могу )))
Так в том прикол, что вроде пишет же сайт куда обращаться надо. А там такая вакханалия творится, что ничего не понятно. Причем понял, игры в самом App store покупать могу. В чем проблема внутри приложения провести оплату, не понимаю. Если вдруг узнаешь какую информацию, дай знать пожалуйста:)
Такая же хрень. Купил подарочные. Раньше покупал, все четко было. Сейчас купил и выдает тоже самое, уже все что можно испробовал. Ничего не помогает
