It's not clear what that data represents, but from the subject of your post it sounds like you're trying to VLOOKUP() a value from a different spreadsheet. Is that the case?
If so, know that Numbers does not support cross-document linking. It's something that Excel does, so if the original spreadsheets are coming from Excel, that may explain why they're written that way, but Numbers will only reference tables within the same document.
You can combine the various Excel documents into separate tabs within Numbers -that way you still have a degree of separation, and Numbers can reference the other tabs.

The most likely reason is that Obaveze :: Budget :: $A$2:$C$31 is not a valid reference. Your spreadsheet needs to have a sheet named Obaveze and that sheet must contain a table named Budget. The $A$2:$C$31 part of the reference, if not correct, will give a reference error not a syntax error if the sheet and table name are valid.
Numbers has reference validation checks that make it difficult to type in a nonexistent range reference. How did this formula get created? Was it entered as text, bypassing the validation checks? Copy/pasted? Import from Excel?
As you work this out you might want to consider switching to the modern, more flexible, formula XLOOKUP.
