Magic mouse not scrolling / OS not showing all mouse settings

I got a new magic mouse to use with my work and personal computer. It scrolls on my work computer, but does not scroll on my personal computer. When I go to mouse settings, my personal computer only shows a portion of the mouse settings (the visuals on top that typically are seen are gone - see attached image).

Thinking it may be an OS problem, I updated to Sonoma (I'm holding on Tahoe for now), but was disappointed to see the mouse settings still looked the same, and my mouse did not scroll after updating my OS.

Any ideas on how to fix?
