If purchased directly from Apple, it is highly unlikely that the iPad is pre-owned - unless purchased as a refurbished device. In the latter case, Apple will ensure that the device is effectively free of any prior management or functional restrictions.
Have you attempted to remove the installed configuration profiles as previous directed?
As you indicate that iPad is both new and supplied directly from Apple - should you be unable to remove the profiles yourself - you would be best advised to seek assistance from Apple Support. You can contact the Support Team using the Support link at top-right or bottom-left of this page. If the iPad was mistakenly supplied to you in this condition, Apple will undoubtedly resolve the issue. If instead the management profile was applied post-purchase, you will need to identify the source.
