Wifi connection between iPhone 13 pro to iPad pro

I used my iPhone hotspot to connect iPad pro. And i have turned off max compatibility in iPhone and the low data mode in iPad as well. Network is working fine except two issues. 1) One is, every time app store is asking permission for app updates download. Even though i have turned off download only in wifi. 2) Second is, OS update is not at all happening. It is keep showing update requested. Even i have tried restart, charging with lock screem, etc. Nothing working.

In India we maximum use cell network only. I don’t have separate wifi connection. It is irritating. Apple is not at all bother about these kind of issues. Please help me.
