how do I continue to use my Canon LiDE 400 scanner with Tahoe 26?

Look into the Vue Scan application. It supports a great number of scanners.
Also you might try using Apple’s own Image Capture app. It’s already installed in your Mac.
Image Capture has a small bug that requires me to (usually) launch it, quit it and launch it again before it reliable communicates with my Canon LiDE 210 scanner. But it always works.
