I’ve had my 17 pro for 2 weeks now and all my photos are coming out with a weird white lining of photos with a brighter background and darker focus.
can anything be done to fix this??

I don't think I'm seeing what you are. But white lines around objects can result from the reconstruction of an image from compressed data. Try adjusting Sharpness in Edit mode and see if that affects it.
It looks like the dog moved while you were taking the picture-- is that right?
No unfortunately all my photos with a bright background are turning out like this
