if I buy a Refurbished Mac Studio Apple M1 Max Chip with 10‑Core CPU and 24‑Core GPU from the Apple Store, can I downgrade this to Ventura since it originally was released in 2022?
I need to be able to run a server on it, for which it only has native, stable support on Ventura and earlier.

The M1 Max Studio was released in March 2022 and came with Monterey, later with Ventura, so, yes, you should be able to downgrade it to Ventura if necessary.
Since the M1 Studio Max shipped with macOS 12.3 Monterey you should have no trouble installing macOS 13 Ventura on that machine. Now if you need to ask how to do that I would recommend you find more modern server software instead. Are you macOS savvy?
In theory you should be able to install the original OS from Recovery since it shipped originally with Monterey. Someone will correct me if I'm wrong.
