Apple Music - Update Cloud Library Error

I signed up for Apple music, using android phone and windows 10 PC. This is after MANY years of not using Apple products. Apple music will load and play on both platforms, but the library feature is broken. I cant save any favorites, playlists anything. on PC app, when selecting Update Cloud Library I get "An unknown error occurred."

I can add a local mp3 file to the library on the PC

On the android, all library functions result in "Error loading Library" Error code 301

probably I dont have a cloud library?? I havent used my apple account since ipods still existed. It would be nice to have my old iTunes library show up, but, just being able to make a playlist is the minimum first step
