Personal iPad is installing MDM settings

Hi :)

I currently have a weird situation with 2 iPads. I will set the scene and hopefully explain clearly as best as I can!

A user has bought their own, personal iPad from direct from Apple, the same user also has a work iPad, that is managed via an MDM solution and is in Apple Business Manager.

The work iPad is logged in with a personal iCloud account, but had an MDM profile installed on it.

The user is now trying to set up the brand new personal iPad, using the same personal iCloud account, but the iPad is now saying it's owned by the company that the users' work iPad is part of and needs to enrol in MDM.

I am at a loss how this is happening - only thing I can think is that MDM profile settings might be copied when setting up via 'Quick Start' or the 'Restore from iCloud backup' option.

Does anyone have any idea why this would happen? I am at a loss
