Cannot access music on hard drive by Itunes after reinstalling Windows

I recently had to reinstall Windows on my PC. I took a copy of my music from hard drive to usb. Then I reinstalled it to the Itunes Media folder. Now when I go into Itunes it shows some music from the Cloud that I bought ages ago (and no longer want). Despite ensuring the Preferences point to the Hard drive location it only looks at Icloud. Other comments suggest unticking the box Icloud Music library in Preferences - but there is no such check box when I look. Totally stuck - and help appreciated.
