Unable to turn on Mac with question mark screen

I'm having trouble turning on the device, there's a question mark on the screen, and I want to change the administrator password as well.

The other (rare) symptom that can produce the question mark is that your Mac forgot which drive it was supposed to start up from.

It is thought that if you simply leave it blinking for a few minutes, it will look around, and may discover a bootable drive.

To accelerate that process, you can invoke the Startup Manager by holding the Alt/Option key at startup. Your Mac will draw a gray screen, then over the span of several minutes, will add an icon for each potentially-bootable drive it can find.

if no Icons appear, and the 'wait' cursor disappears, then there are no potentially-bootable drives found. that mens you drive is so damaged that it can not possibly be bootable.
