Floating tab/tool bars disrupting website content on certain websites

For certain websites (perhaps especially those deemed as competitors?), I am seeing a lot of of what should be tab or tool bars, floating up to the middle of the screen. They’re in the middle of articles I’m reading. Or just content of viewing. Sometimes it’s just an ad, but often times it feels like a glitch.
