First, shut down your Mac completely, and start up again.

if the problem persists, try starting up in Safe mode, where very few add-ons are included. In Safe mode, screen re-draw will be wonky and slow, but should be VERY stable and the overall colors even, not flashing.

Your next Restart into normal mode will take slightly longer [once], as some system caches are rebuilt.

Sorry, but I wasn't clear. I was only asking if you had upgraded to Tahoe because I've seen something that might be similar in Tahoe.

But I'm not suggesting that this bug will be fixed in any Tahoe update.

Did you recently update to Tahoe? Sometimes it does that. It shouldn't constantly do that. But a few flashes are not unusual.
