Yes you can!
iPhone 8's and above are eligible for trade-ins. It's possible to trade in a device and use its value to purchase anything at apple (including using it for things like apps and subscriptions purchased through the app store like apple music or other apps!) so it is perfectly fine to put this value towards an ipad.
the trade-in process can look a bit different depending on what country you're based in and whether you will be doing the trade-in for an online order (mailed or scheduled to pick-up in store) or whether you will be coming into an apple store to start the trade-in process.
