2009 Mac is too old for Internet Recovery. Use original install disks or buy them from eBay.

The correct key combination is: Command + Option + R assuming your 2009 laptop even supports Internet Recovery Mode.

However, your original thread title mentions a mid-2009 model.......that model does not support Internet Recovery Mode although the key combination theoretically should work to reinstall macOS from the local recovery partition without requiring authentication with your AppleID to confirm a previous "purchase" of macOS 10.11 El Capitan.

If the laptop can still boot into macOS (normally or through Safe Mode), then you can create a bootable macOS 10.11 El Capitan USB installer....otherwise you would need access to another working Mac generally from 2008 to 2015 to make the bootable USB installer. If these are not options, then you would need to use the original OS X 10.6 Snow Leopard Upgrade DVD (one with a picture of the cat on the label) to get started.
