Assistive Access- No FaceTime option in Calls app

I am setting up assistive access for an elderly parent. According to the Assistive Access guide, "A person using Assistive Access can use the Calls app to make voice or FaceTime video calls to family".

When I click into the Calls app and select a contact (another person with an iphone) it only shows a button that sals "Call". There is no option for video call/FaceTime.

There is no option in the Assistive Access settings or Calls settings that controls FaceTime.

UPDATE--Solved: I discovered that if you set up Calls for contacts only, it defaults to the mode selected when you added the favorite. If you select a contact from the general contacts list then it gives you option of call or video. Solution is to set up the favorite as a facetime call.
