Transcription model download failure for 'Transcribe to Captions' in Final Cut Pro on macOS 15.5

On a Mac running macOS 15.5, when using the “Transcribe to Captions” feature in Final Cut Pro 11.1 for the first time, the required transcription model fails to download. The download progress bar is stuck at 0% and doesn’t advance at all, even after leaving it overnight.

I found a similar thread in the Final Cut Pro community, but it didn’t discuss any specific solutions and has since been closed. I’ve tried both Chinese and international network environments, but the transcription model still won’t start downloading.
