Bookmarks, Reading list Web pages on iPhone were deleted after update to iOS 26

I recently updated my iPhone to iOS 26. After I updated it, all my Bookmarks, Reading list and recent opened web windows were deleted. I tried to sing on iCloud to recover them, but I don't see anything on the Recovery pages. I had so many Recipes, Reading lists and opened web pages, and now all gone and no luck for recover them. If anyone knows how to recover them, I appreciate it. I also noticed that "Personal Hotspot" is gray and unable to use as well after iOS26 update.
