Can't remove or add a contact to a list

I'm trying to delete a few contacts and add others in a list in Contacts on my laptop, but just like everyone else, I just get a "boop." I had to go through the laborious process of logging into iCloud on Safari, where it still took several tries and I had to re-enter contacts that had already been entered several times. I did the process on my iPhone, and it displayed correctly there, but it did not transfer to my laptop contacts, even though my devices are synced. It looks like this problem has been going on for a while, judging by the online community dealing with this. I hope Apple can fix this, and I would appreciate hearing back soon.
