Deleted Outlook calendar events reappearing on iPhone

After I delete events or decline event invitations from the iphone calendar, they continue to reappear. These are events that originate within my Outlook calendar. I have deleted and declined them from within Outlook, yet they continue to appear on the iphone calendar, regardless of how many times I delete/decline them.

Do you have only one email account that is used for both your Outlook calendar and iPhone calendar? It sounds to me like you have a main email account that is primarily used on the iPhone (perhaps an iCloud account?), and that your Outlook calendar is picking them up - but is not the originating source? If you leave them in Outlook, and delete them in your iPhone calendar, do they also delete in Outlook?
