iPad stuck on spinning wheel during iCloud setup

trying to set up ipad, got to the icloud section, entered username and password for icloud. now the screen is doing nothing and can not exit or go farther. what do I do now ?

Original Title: Ipad set up. icloud set up section. phone # and passcode entered, now I just get the spinning wheel at the bottom. will not let me do anything
