Can't change region cause of unpaid order

I'm living in Georgia rn and I have a Belorussian apple account. I need to change region to change billing information and use apple services. I can't do it because I have an unpaid order from Telegram, which I also can't pay because I can't change account region. How I can pay this order if I don't have Belarussian card and I can pay only with Georgian.
