removed air tag item from find my and now want to use the air tag for a new item. phone won't recognize air tag to set up pairing again.

Does your new iPhone use the same Apple Account that you used with your old phone that you originally pair this tag with? If so, then the AirTag should be recognized. For reference, the tag is associated with your Apple Account, not with your phone.
