I have an apple airbook M2. I'm wanting to hock it up to a Dell U4320Q 43 inch 2160p 4k UltraSharp, IPS thin Bezel monitor. Instead of hooking up multiple monitors I decided to go with just one bigger one. I understand how to hook the monitor up to the airpad, but how do I get the different quadrants in the monitor set up from my airpad?

First, a bit of explanation ... the external monitor can operate in either Mirror or Extended Desktop mode. Mirror means that the display on the external monitor will be the same as what's on your MacBookAir. Extended Desktop means that you can put different things on the MBAir display & on the external monitor (it "extends your destop to the external monitor.") See Extend or mirror your Mac desktop across multiple displays - Apple Support for more information.
Regarding "quadrants" I think you are asking about Split View. See Use apps in Split View on Mac - Apple Support on how to set that up.
Or you could just open up 2 or more apps, then hover the mouse (or trackpad) over the little green button in the upper left of one of the windows and select how you want to tile the apps. Or you could just open multiple apps and then resize & move their windows so they are separated (aka tiled).
