I used to have umlaut over vowels in the long-press accent menu show up as option number 2. They've changed recently to option number 4. How can I get it back to pressing 2 will activate the umlaut?

Only apple can change the content and position of items in the popup menu. Let them you what you want via

The umlaut is in position 4. But you may also access it using a key combination.
For example, to generate “ü”, press Option-U to generate the umlaut, then press the u key.
