Macbook air 2013 stuck at OS X Utilities

If macOS 10.13+ was ever previously installed on this laptop, then try booting into Internet Recovery Mode using Command + Option + R to attempt to access the online macOS 11.x Big Sur installer. Unfortunately some Macs may only boot to the online installer for the version of macOS which shipped with the Mac from the factory regardless of the keys used.
Did someone erase the SSD, or was the laptop working & you rebooted to this screen?

Your screen is showing Recovery Mode which is not shown in the Apple article I just linked, but the first item within that article titled "Question Mark" would be the one which best fits your current situation:

I'm wondering if the SSD in your 2013 MacBook Air has failed. I know that there was an issue for the 2013 SSDs failing.....Apple even had a free repair program for them which has long since expired. I would click "Disk Utility" on that screen. Do you see the physical internal SSD listed on the left pane of Disk Utility? If not, then the SSD has failed.
If you happen to boot into the Big Sur online installer next time, then you will first need to click "View" within Disk Utility and select "Show All Devices" before the physical drive will appear on the left pane of Disk Utility. Booting into the Big Sur installer is best just in case a third party SSD is installed since the Lion installer won't be able to see a third party internal SSD.
