Safari favorites, bookmarks, and reading list all Vanished

So this morning everything was fine, but I randomly go onto Safari to look something off and Everything is gone. Every favorite, every bookmark, and every single thing on my reading list. This has happened before due to a lack of storage space and I had deleted a bunch of stuff and it came back, so naturally I tried that again, no change. Tried a hard restart Several times, no change. Disconnected iCloud sync for three minutes and then turned it back on, no change. There’s nothing wrong with my settings or my WiFi, and I know I didn’t delete them (considering I don’t even know How to delete them) so I don’t know what is going on. If it helps I have an IPhone 12 Pro Max.
