Old & deleted Apple account verification keeps popping up

This pop-up to verify old & deleted Apple account keeps popping up every day, it's very annoying, I feel I tried everything to stop it but nothing works. Now, my question is, is it safe to completely restart my iPhone? That is, to bring it back to factory settings? Keep in mind that now I'm using new Apple account and the one that keeps popping up is old and deleted, that's why I'm scared to reset my iPhone on factory settings because I might get stuck on login page and not be able to use my iPhone until login is completed to the old Apple account (which is not going to be possible because it's deleted).

It takes me to login page on Apple account in settings, but when I try to login it says "request could not be completed" or something like that because Apple ID is deleted months ago. I really tried everything except reset my iPhone on factory settings, I know it worked for some people, but they had problem with their current Apple ID, not old and deleted one like me, thats why I'm scared to reset my iPhone. Can you please confirm that is safe to reset to factory settings?
