How do I turn off iCloud terms and conditions on MacBook Pro with macOS Tahoe 26.1?

I just updated the OS to Tahoe 26.1 on my 2022 MacBook and there is a iCloud terms and conditions popup that won't go away. I've never used iCloud, never will, and do not want to accept the "new terms and conditions" at all lest I'm letting Apple do something they shouldn't. Each time I cancel the popup - it automatically opens my system prefs and asks me to agree to the terms. I hit cancel, exit system prefs, and go back to my desktop - the iCloud new terms and conditions popup appears again. Help? I should not be forced to agree to terms and conditions that I won't ever be using... Thanks all.
