IOS 26 no longer allows facetime using just the phone number

corporate owned phones. Apple IDs not used. Intune not blocking Facetime. Verizon US service. Prior to IOS 26 upgrade, our users could use facetime with just the phone number. Since the upgrade, that option is gone and they are presented with just a screen to create/use an apple ID.
