On my Mac, when I access Pages - Revert To - Browse all versions, the versions appear (similar to Time Machine) but then the application freezes and I must Force Quit.
Could this be because I use iCloud for all my documents?

Maybe. Apple's iCloud has to be reached over continuously changing Internet connectivity quality and any outage between you and the iCloud servers could cause your frozen situation. I don't use iCloud for my Pages documents and have never experienced what you describe with documents on the local Mac drive.
Beyond maybe, there is no means to diagnose what caused your issue. You can quit Pages and then press and hold the shift key when relaunching Pages to see if the problem is repeatable. I would wait a few minutes between the problem, and trying again, in case it was a temporary issue.
