Strange “boxed out” area in Safari blocking bottom portion of screen blocking anything behind it.

Open a safari tab and scroll up without the keypad showing. There’s this strange boxed out area that hides everything behind it on the lower half of the screen. Does anyone know what this is and if there’s a way to disable it? It’s really frustrating browsing Safari when you can see half the screen.
