siri download in progress macos sequoia 15.6.1 - never finishes

For weeks whenever I try to use Siri on 24 inch iMac with M1, it says "Siri download in progress. Support for Siri on this device is downloading. Siri will be ready when download is complete." In System Settings under Apple Intelligence and Siri, it shows 100% complete with a spinning wheel.
