Siri Search isn't working. Says for me to "change my settings"

Forgive me if I'm duplicating my efforts but this question was placed in Apple Intelligence twice, and I'm not sure how it got there.

iPhone SE running IOS 18.7 I ask Siri to search and the popup window says for me to "change my settings on my device".

Under Settings > Search, Search engine is Google.

Under Settings > Siri> Talk to Siri, I have selected the proper announcement

Under Settings > Siri > Siri Responses > Prefer Spoken Responses, Show Siri Captions and Always Show Request

Under Settings > Apps > Safari > Siri, all the buttons are on

Under Settings > Apps >Safari > Search, all the buttons are on

Can anyone suggest another route to take?
