It may depend on the localization setting of your keyboard, which we do not know. With the U.S. keyboard setting, both my iMac running 10.14 and my M4 Pro Macbook Pro running Tahoe use Option+3 to produce the £ sign.

Giving you can type the symbol here, It is possible that the symbol is not accepted as a password component in your router's software. Check its manual for any hints.

Alternatively, cut and paste the £ character or the whole password, or AirDrop the password over to the Mac.

You can also use Apple Configurator 2 app, and load the password via a profile.

Loading the Wi-Fi name and password via QR code also works. The Shortcut app available on newer macOS, iOS, and iPadOS has an available ShortCuts app called “QR your Wi-Fi”. (What I don’t know is how far back ShortCuts is available, either as part of macOS, or via the App Store. macOS 10.14 might predate all this QR stuff, though.;
