Visual Intelligence not showing up in control center

If I put Visual Intelligence in my control center, after a few days or so, it disappears and cannot be added back to control center or lock screen controls until I restart my iPhone. Once added, visual intelligence will not disappear from the lock screen controls. This issue has followed me from iOS 18.5. All other Apple Intelligence features work.
