iCloud Safari bookmarks not syncing with iPhone

My iCloud Safari bookmarks are not syncing with my iPhone. The bookmarks are completely different than the ones on my MacBook. I've tried all the recommended solutions in support over and over again to no avail. Any suggestions / solutions ?

iPhone 15, iOS 17

Here is what worked for me:


  1. On the Mac, turn off Safari in System Settings > [your name] > iCloud
  2. On the other devices, do the same and choose to delete the Safari data.
  3. On the Mac, turn back on Safari in System Settings > [your name] > iCloud and choose to merge.
  4. On the other devices, turn back on Safari in System Settings > [your name] > iCloud.
