why isn't Music downloading purchased songs to my PC

I purchased an album and several songs, and two of the album tracks and 3 of the additional songs won't download to my PC, so I can add them to playlists. I click on the arrow to download, and I get a spinning circle that stops after a while, and the song doesn't download.
