can not verify my Mastercard on iPad or iPhone wallets. I get a message with Apple Pay header “we hit a snag, but we’re on it. Try again in a bit.” I have removed the card and added as new 6 times a day for the last week and still get the same message. Capital One Mastercard advises the problem is on Apple Pay end. I have no problems adding Capital One Visa card on both devices.

That’s not an Apple error notification. That’s either the Payment Network Operator (Visa, Mastercard etc.) or your bank. Apple is not a bank and cannot verify account information. If you can add payment methods (cards) your Wallet app is working.
There are multiple reports in Apple Support Community and on Reddit about Capital One requiring verification through their app. You nay want to review this thread for additional information on verification and banks.
