i wanted to download/save my pdf from mail to my file. but i do not see the option at all even in ipad os 26. why is it so?

In Mail, just tap the image of the PDF. It will open the PDF in the Preview app. Then, in the Preview app, tap the Share icon (top right) and choose Save to Files.

Presumably you are attempting to save an attachment received via email. Saving to files should be straightforward; you shouldn't need to use an intermediate App.
Simply touch-and-hold the attachment to trigger appearance of an action menu. From the menu, select Save to Files - and then navigate to where you wish to save your file.
