My new phone is showing apple intelligence is unavailable when your device is offline although I already is connected with my Wi-Fi

The WiFi connection just means you are connected to your router, it does not mean the router is connected to the internet.

Restart your router and try again.
If you have a VPN installed, remove it. Just shutting it off won't work if you do have one installed.
