Shared Air Tag not showing up under Items on iPhone 11

I have shared an air tag with a family member using their phone number and the email associated with their Apple account. I have an iPhone 13 Pro. They have an iPhone 11 that has the latest iOS. I was able to successfully share the air tag with another family

member who has an iPhone 13 Pro Max.

The air tag is not appearing under the Items tab to accept or decline the invite. We cannot figure out why. Can anyone help?
